In the field of crisis management, plans are built by studying all possible probabilities and scenarios, with resources allocated accordingly and sufficient contingency margins in place. This is the conventional approach adopted across most sectors. But what happens when reality defies every carefully studied expectation, and an extraordinary event occurs—something beyond the familiar and outside the realm of conventional logic? This is where the balance shifts, the true spirit of leadership emerges, and the distinction becomes clear between those who merely manage an event and those who engineer sustainable resilience.
In my country, for example, preparations for this year’s rainfall began early. Despite the exceptional intensity of the rains, advance preparations helped keep vital arteries operational. Major roads returned to normal traffic flow within a limited number of hours, while the reopening of internal roads and densely populated areas continued over less than two days. Dubai also benefited from innovative solutions developed through lessons learned from previous experiences: strengthening emergency response teams, increasing the deployment of field drainage equipment, and improving coordination among operations rooms, municipalities, and service authorities—ensuring that recovery does not become merely a temporary reaction.
Another example is the preparation and development of roads at the national level. The objective is not simply to address immediate traffic congestion, but to engineer a network capable of accommodating rapid population growth and changing patterns of mobility and work. Building future capacity—not merely addressing immediate needs—is what transforms everyday crises into opportunities to redesign the system: well-planned expansions, smarter intersections, integrated public transportation solutions, and a rational approach to managing the growing pressure on road networks.
In my view, the concept of crisis management has changed fundamentally. Our reality no longer presents us with merely “possible scenarios”; instead, it increasingly surprises us with “impossibilities” that exceed our expectations. The choice is clear: either we raise the bar of anticipation, think outside the box, and design systems capable of withstanding extreme events, or we embrace a new management discipline that anticipates chaos before it occurs—through rapidly learning systems, cross-sector exercises, and operational resilience that makes recovery a proactive principle embedded within the system.
This is how we move from crisis management to “resilience engineering.”
